Cene Bavec, born in 1946, graduated in technical physics (1972), obtained a master's degree in operations research (1975), and a PhD in information management science (1996), all from the University of Ljubljana.

During the first decade  of his career (from 1972), he worked on highly technical projects, initially as an IBM systems engineer and later as an independent consultant. The central part of his professional career was dedicated to the computerization of public administration. He held various positions, from Deputy Director of the Government Center for Social Information System and Deputy Director of the Republic Statistical Office (1982-1986) to State Secretary for Technology (1998-2000). From 1996 to 1990, he was the national coordinator of cooperation between the OECD and Yugoslavia in the field of information technology in public administration, Deputy Chairman and later Chairman of the Government Commission for Computerization of State Administration (1988-1993), and Chairman of the Management Boards of the public institutes ARNES and IZUM (1992-1994).

From 1997 to 2001, as a member of the Bangemann European Forum for the Information Society's Steering Committee, he formally represented the countries that were joining the European Union. He led various expert working groups of the European Commission. During this time, he was also Deputy Head of the Slovenian negotiating group for EU membership (science, telecommunications, and information technologies).

After 2000, he devoted himself to an academic career, which he concluded in 2014 as an emeritus professor at the University of Primorska. He was a member of the working group of the Government of the Republic of Slovenia for the establishment of the University of Primorska, from 2003 to 2011 he was a member of the Senate of the University of Primorska. He regularly lectured at various domestic and foreign universities, including the New York State University in the USA and the Mikkeli University of Applied Sciences in Finland.

In 2006, he received the Slovenian Donald Michie and Alan Turing Award for Lifetime Achievement.

European Commission Projects

  • From 1996 to 2001, he actively participated in organizing and leading projects related to the information society for the European Commission, representing the then-associated EU members.
  • He was a member of the Steering Committee of the European Information Society Forum (1997-2001).
  • Co-chairman of the EU team working on the report »The Path to the Information Society in the Central and Eastern European Countries: The Role of Research & Development and Experimentation«.
  • Co-chairman of the EU team working on the EU-CEEC Action Plan: Towards the Information Society in the Central and Eastern European countries.
  • Representative of the Assosiated members of the EU in G-7 project "Global Marketplace for Small and Medium Companies".
  • Member of the EU Joint High-Level Information Society Committee.

University of Primorska

In 2001, he assumed the position of dean at the former School of Management, which later became a part of the newly established University of Primorska. After the university’s founding, he primarily focused on teaching and research, serving as a member of the university senate.

During his brief academic career, Cene Bavec lectured at various levels of study, covering topics related to organizational theory, general management, and information technology management. Most of his lectures were delivered at the Faculty of Management and the Faculty of Mathematics, Natural Sciences, and Information Technology at the University of Primorska.

In recognition of his contributions, he was appointed an emeritus professor at the University of Primorska in 2014

After 1990, he gave over fifty lectures at international professional and scientific conferences.

In 2005, Cene Bavec taught two full courses at both the undergraduate and graduate levels at New York State University (Campus Plattsburgh) in the United States.
